Does your drawing file have an offset?
The problem lies in the original plan that was created in Gaus-Krüger coordinates.
Therefore, the elements in the drawing have a very large offset from the origin point, resulting in rounding problems.

Simply copy the relevant parts of the drawing into a new .dwg near the origin (0,0,0).
